ABSTRACT

The foundation of the university lies in the cultivation of virtue and people. The construction of the ideological and political work system in Traditional Chinese Medicine (TCM) colleges and universities embodies the Marxist on the theory of all-sided development of human beings, the concept and practical requirements of "three-wide education", and the special laws of the ideological and political work in TCM colleges and universities. It is the realistic need to carry out the strategy of cultivating good quality, to innovate and develop the system of ideological and political work, and to improve the quality of TCM personnel training. TCM Colleges and universities should dig deeply into the ideological and political elements of TCM resources, integrate "virtue establishment and people cultivation" into the whole process of talent training, actively explore new ideas, new ways and new methods of constructing the ideological and political work system of TCM colleges and universities, and strive to cultivate high-quality TCM talents who shoulder the task of national rejuvenation.

ABSTRACT

Drawing on the analysis framework of multiple institutional logics, the government, institutions and market constitute the triple institutional logics in the merger of higher education institutions, in which the government logic occupies the dominant position, the institution logic considers its own survival and development, the market logic realizes benefit regulation and organizational restructuring, and the triple logics interact and influence each other, gradually reaching the balance of interests and organizations. With the completion of the merger of higher education institutions, government logic and institutional logic would gradually give way to the continuous role of market logic. Medical education in multi-disciplinary colleges or comprehensive universities would return to the relative independence and integrity of medical education under the role of internal and external environment.

ABSTRACT

Objective:To develop a new management system based on the transformation of technological innovation or cultural creative achievements in universities. It is a beneficial supplement to the university governance system and a sign of the governance capacity improvement. This enables universities to better leverage their own advantages, integrate Technological /Cultural innovation and creative resources, promote the transformation of achievements, improve the ability of self-financing, tap the potential of "independent development" , and enhance the functioning stability and anti-risk capability of universities. Methods:Statistical analysis was performed based on the published financial data on final accounts of 68 universities under the jurisdiction of Ministry of Education in 2019 and the data on patent applications by universities during the past three years. Results:For the top 15% universities in terms of total annual income, income from scientific research undertaking accounts for over 50% of the total number, from which, the patent applications account for about 30% of the total. Some universities file a large number of applications for patents, however, the transfer rate is not high. It shows that the transformation of scientific and Technological /Cultural innovation achievements is an important growth point of university funding. Therefore, building a new management system for universities is an available solution to improve the university governance capacity, diversify funding channels, improve the ability to funding rising, increase the technology transfer rate. Conclusions:The new management system for universities is built from the perspective of resource allocation, with a spirally upward development pattern of university research/teaching teams →Technological/Cultural innovation centers → government, entity enterprises, financial investment institutions → university R&D and innovation teams. A sustainable development management system is formed under this open concept of serving and benefiting from society. On one hand, better support is secured in terms of policies, funds and environment; sources of funding for universities are diversified, and a sustainable management system is formed. On the other hand, universities have more opportunities to bear their responsibility and fulfill the value of serving society. More entrepreneurial incubation and employment opportunities will be provided for teachers and students through the new management system.

ABSTRACT

In order to understand the educational organization status of doctor-patient communication courses, 114 medical colleges and universities of China were investigated, including course offerings, teaching methods and teacher condition. The survey showed that the ratio of offering doctor-patient communication courses was 64.9%, but only 51.3% courses were compulsory. The setting of class hours was arbitrary. The target objects were mainly concentrated on medical students before entering clinical practice and the large-class teaching was a main mode. The average number of teachers was three to four, half of whom were part-time teachers. Therefore, we suggest attaching great importance to doctor-patient communication course by setting it as a compulsory course, emphasizing the practicability of the course in teaching content, and properly handling the relationship between full-time teachers and part-time teachers.
